Site Location

As shown on the map above, the site is located to the east of Ross-on-Wye, to the north of Hildersley and south of the recently constructed St. Mary’s Garden Village.

The site measures approximately 10.27 Ha and comprises a series of fields and an outbuilding. Marsh Farm and its house, yard and other outbuildings which lie immediately alongside and to the west of the site are excluded from the site boundary.

Site Connections

The site is in a sustainable location close to key transport routes, Ross Enterprise Park (currently under construction) and within walking distance of Ross-on-Wye town centre and everyday amenities and facilities.

Ross-on-Wye town centre is approximately 1.5km walk from the site; the Community Hospital and a number of employment, education, and leisure destinations are within a similar distance. The whole of Ross-on-Wye is within a 3km cycle ride from the site.

Pedestrian routes between the site and the town centre benefit from footways, crossing points, and street lighting, while the nearby Town and Country Trail provides an alternative car-free pedestrian and cycle route. The nearest bus stops are on the A40, approximately 250m south of the site, accessible on foot via The Glebe. These provide hourly buses between Gloucester, Ross-on-Wye, and Hereford, and also a service to Cinderford

Planning Background

In the Herefordshire Local Plan 2021-2041, our application site was allocated for housing as part of a wider mixed-use site which expected to see a delivery of 1000 new homes alongside new road infrastructure, active travel links and community facilities.

This adopted Local Plan recognised the need to identify sustainable urban extensions and identified a housing target of 1,800 for Ross on Wye. However, the plan was abandoned as a result of the increase in the mandatory housing targets published by the Government in December 2024.

We understand that a new masterplan is being prepared for the wider site, but it is not clear when this will be finished, and the Local Plan will not be adopted until at least 2028.

In the meantime, our site could deliver up to 156 homes in an area that both Herefordshire Council and Ross-on-Wye Town Council have already identified as a key location for future growth.

Our site can be accessed and serviced on its own, without relying on the wider strategic site. This means new homes could be delivered sooner, helping the Council meet its five-year housing land supply.

While we are bringing this scheme forward ahead of the rest of the masterplan, we are committed to working collaboratively with the Council to make sure it fits with the masterplan – especially on walking and cycling routes, green spaces, and planning obligations.
